Disability Living Allowance:
This benefit is not income related at all and therefore income and capital does not affect entitlement.
The benefit is for long term impairment only and there is a three month waiting period from the onset of impairment before it can be awarded. A person can apply before the 3 month period is up but if it is applied for too early the benefit agency may not process the application requiring further information at a later date, unless prognosis and the future outcome of the condition or disability is in no doubt.
There are two components to the benefit: Mobility and Care.
Mobility Component:
This component is assessed on the degree of difficulty a person experiences with getting around their home and going outside. There are two levels to this award: Low and High.
Care Component:
This component is assessed on the degree of difficulty a person experiences on a daily basis with their personal care and daily living. It is also assessed on the amount of assistance and intervention a person needs from another person to keep them safe and well, to complete personal care tasks and to complete activities of daily living. This component has 3 levels of award: High, Medium and Low.
The two components can be awarded separately or together depending on the difficulties the person is experiencing and what is declared on the form. If a person has difficulty with getting around and needs help with their personal care they are likely to be awarded a level of both components. If a person just has difficulties with getting around but they are otherwise independent in their daily lives then they are likely to be awarded only the mobility component.
The level of award a person is given in either component may qualify them for other opportunities which are directly related to Disability Living Allowance. An example of this is that a person may receive an increase in certain income related benefits if a middle or high award of the care component is received. Another example would be the automatic approval of a disabled car badge if the person is awarded the higher rate of the Mobility component.
