The Criminal Case Management Framework The Criminal Case Management Framework (CCMF) was issued by the Lord Chief Justice, the Attorney General, Lord Falconer and Baroness Scotland on the 21 July 2004. It provides operational practitioners with guidance on how cases might be managed most effectively and efficiently from pre-charge through to conclusion. It also describes case management procedures and the roles and responsibilities of administrative staff operating those procedures, and of the defence and sets out the expectations of the judiciary The Framework includes references to new practices for charging and for witness management that are being delivered through the Criminal Case Management Programme (CCMP). CCMP brings together three major elements of Criminal Justice reform: 1: Charging, 2: the Effective Trial Management Programme and 3: No Witness, No Justice. The Framework is also being closely aligned with the Criminal Procedure Rule Committee - the intention being that the first Criminal Procedure Rule on case management will be brought into force early in 2005.
