Voluntary workforce registration in England has moved a step closer with Government's announcement in November of a new Code of Conduct, clearer training standards and creation of a voluntary register for health and social care workers. The health and social care workforce includes over 1.8 million people and for the register to be effective it needs to cover the entire workforce. This is unlikely to be realised without a system of incentives for workers to register or an element of compulsion.
