Protection: ISA and CRB to merge under Protection of Freedoms Bill The Protection of Freedoms Bill has completed committee stage in the House of Commons. It includes provisions to reform the vetting and barring scheme operated by the Independent Safeguarding Authority and dissolve the ISA/merge it with the Criminal Records Bureau to form Disclosure and Barring Service. Members will recall the Coalition Government stopped the vetting and barring scheme as originally proposed by the previous government and said it would create a simpler and more streamlined service.
